Eviction filings in Oregon have risen continuously since the end of the moratorium on evictions during the COVID-19 pandemic. Since then, several policy interventions have been implemented: increased renter protections through House Bill 2001 in 2023; local- and state-level emergency rent assistance programs; and investments in affordable housing construction. Still, eviction filings continue to increase, from just under 25,000 cases in 2023 to over 32,700 cases in 2025, when we account for both circuit and justice courts (Carroll et al., 2025).

Eviction cases are initiated by landlords as plaintiffs in a court proceeding. It is the owners and/or operators of rental housing who choose whether and when to file evictions. The reasons behind an eviction can vary, but the decision to evict rests entirely with a single actor: the landlord. Researchers have found that different kinds of landlords use eviction and the threat of evictions for different purposes as they run their rental housing businesses. These purposes include prompting and enforcing rent collection, but eviction can also be used to evade rent stabilization laws, to retaliate against tenants for complaints, and as part of discriminatory actions. Researchers have observed and defined different eviction practices based on owner and management company type, even where tenants are similar, showing that landlords’ business choices are important factors in tenant stability (Decker, 2021; Garboden & Rosen, 2019; Geddes & Nicole, 2025; Gomory, 2022).

Given that landlords’ business practices affect tenant stability, the growing number of eviction cases in Oregon raises important questions about the landlords contributing to this trend. This Frequent Filers page lists the landlords with the most eviction filings in 2025. The list of Frequent Filers includes in-state and out-of-state property owners, for-profit and nonprofit landlords, and management companies that work for multiple owners.

Which landlords contribute most to Oregon’s eviction filings?

To trace the landlords responsible for evictions in Oregon, we reviewed eviction cases filed in Oregon Circuit Courts in 2025. We identified 4,546 unique landlords who were involved in 28,773 eviction filings. Three eviction cases were excluded due to a lack of the plaintiff’s names in court records (see the “Methods” section to learn how we identify unique landlords from eviction case plaintiff names).

Oregon’s eviction filings in 2025 are heavily driven by a concentrated group of high-volume landlords (Figure 1).

  • Just 1% of Oregon’s eviction filers in 2025 — 45 landlords in total — were responsible for 45% of all eviction cases filed statewide in 2025 (12,807 cases). On average, each of these evictors filed 285 cases, with a range of 115 cases to 1,035 cases per landlord.

  • The top 18 landlords each filed more than 250 eviction cases in 2025. Together, they were responsible for 29% of total eviction cases filed in Oregon in 2025 (8,314 cases); we defined these actors as “frequent filers” and examined their identities and behaviors.

“Frequent filers”: Landlords filed more than 250 eviction cases in 2025

Who are the "frequent filers" in Oregon for 2025, and how many eviction cases did each of them file? Oregon’s Frequent Filers filed an average of 462 eviction cases each across their portfolios in 2025, with a range of 254 cases to 1,035 cases per landlord.

  • Avenue5 Residential, a third-party management company based in Seattle, Washington, filed the highest number of cases in Oregon, with 1,035 eviction filings in 2025.

Among the frequent filers, 11 are based in Oregon. Of these landlords, 5 are owner-operators, and 6 are local third-party management companies.

  • Two out-of-state frequent filers rank among the largest apartment owners and third-party management companies in the United States. According to the National Multifamily Housing Council (NMHC), Greystar Real Estate owns the most multifamily rental housing units in the United States and is the country’s largest third-party multifamily management company. NMHC also ranked Avenue5 Residential as the eighth-largest third-party management company in the United States in 2025.

Figure 2 shows the number of eviction cases filed in 2025 by the frequent filers. See the “Learn more about the frequent filers” section below to learn more about each frequent filer in Oregon in 2025.

What about the other eviction cases?

In 2025, 4,546 landlords filed 28,773 eviction cases in Oregon. The top 1% of eviction filers in Oregon are responsible for just under half of the eviction cases in a year. This means that a small group of landlords (45 out of 4,546) contributed a significant portion of eviction filings in 2025. But what about the remaining 99% of landlords (4,501) who filed eviction cases in 2025? They accounted for the other 55% of eviction cases filed statewide in 2025 (15,966 cases).

On average, each of these other landlords filed 4 cases, with a range of 1 case to 113 cases per landlord. The large majority of landlords filed 3 or fewer cases each in 2025. These landlords are shown in Figure 3 in the red box, and more details are shown in Table 1. In total, they were responsible for just 17% of all eviction cases filed statewide in 2025 (4,950 cases). Most landlords (66%) filed only one eviction case in 2025. These single eviction filers were responsible for 10% of cases.

Why make the frequent filers list?

Renters--current tenants or applicants--who want to learn more about the owner of a property can look for their landlord on this list of frequent eviction filers. This list can help tenants gather information about their current or prospective landlords. It can also help tenants organize with information about evictions across multiple buildings that share the same frequent filer. We recommend connecting with local tenant advocacy groups or the Fair Housing Council of Oregon to learn more about tenant rights, including the right to organize in buildings. Tenant organizers who want to strengthen their efforts to stop evictions, ensure habitable buildings, and fight for affordable rent can use the Frequent Filer list to inform their advocacy strategies and engage with tenants in buildings that have high numbers of eviction filings.

Policymakers invested in housing stability, eviction prevention, and tenant protections may find this list useful for informing their legislative proposals or engaging with constituents about housing concerns. The list may help identify common practices among the top filers that contribute to tenant instability and require legislative action to protect tenants.

Tenant organizers who want to strengthen their efforts to stop evictions, ensure habitable buildings, and fight for affordable rent can use the Frequent Filer list to inform their advocacy strategies and engage with tenants in buildings that have high numbers of eviction filings.

Data

This analysis includes data on 28,776 eviction cases filed in Oregon in 2025. We analyzed all of the residential eviction cases filed in Oregon's circuit courts in 2025. Around 90% of eviction cases in Oregon are filed in a circuit court. The remaining 10% of cases were filed in a justice court. Methods

In 2025, 9,229 plaintiff names were used to file 28,776 eviction cases in Oregon. From our ongoing work with eviction court records, we know that landlords use multiple plaintiff names to file eviction cases. Therefore, we could not rely on the plaintiff's names alone to identify the landlords who were filing evictions in Oregon. Instead, we used a combination of the plaintiff names, information included in the notices of termination, the building name, and building address listed on the filing documents, and websites to identify the landlords associated with eviction cases.

This analysis does not group cases by ownership. ORS 90.100 defines a landlord as: “the owner, lessor or sublessor of the dwelling unit or the building or premises of which it is a part. ‘Landlord’ includes a person who is authorized by the owner, lessor or sublessor to manage the premises or to enter into a rental agreement.” Therefore, we included both owner-operators—companies that own and manage their own buildings—and third-party management companies that manage rental housing on behalf of property owners.

Some landlords regularly included their company name as a plaintiff.

Example

The plaintiff name Avenue5 Residential LLC, AMFP V Pine Village LLC would be associated with Avenue5 Residential in our analysis.

Other landlords did not regularly list themselves as a plaintiff. Instead, they only listed the name of the building or an LLC as the plaintiff.

Example

The plaintiff name Commons At Avalon Park LLC does not identify who the landlord is. So we identified the landlord by searching the provided plaintiff name and unit address included in the court record, and searching for that property on the internet. We then confirmed the filing entity on the building’s rental website that came up using that search, such as www.commonsatavalonpark.com, which indicates that this property is associated with Tandem Property Management.

Where possible, we identified the property management company as the landlord. If we could not identify a property management company, we used the plaintiff's name. These include the names of individual people, individual buildings or mobile home parks, and limited liability companies (LLCs).

Altogether, we identified 4,546 landlords. Lastly, we added up all of the eviction cases each landlord filed across all of the plaintiff names they used.

This analysis may undercount the total number of evictions filed by the frequent filers in 2025. We may not have been able to positively identify all of the plaintiff names used by the frequent filers. There may be additional filings in our dataset that we were not able to confirm as associated with one of these entities; therefore, these counts are the lower bounds of the filings that may be associated with these entities.

Additionally, the frequent filers may have filed additional eviction cases at a justice court in Oregon. Eviction cases filed in justice courts are not included in our dataset and, therefore, are not included in this analysis. Not including Justice Court data in this analysis has the most substantial impact on identifying landlords filing evictions in Clackamas County (Portland Metro) and Marion County (Salem).
